Whether your SEO agency needs to be local is a fair question with an honest answer: mostly it does not matter, and here is exactly when it does.

Usually not. Nothing in how Google ranks your site depends on where your agency sits. Local ranking runs on your Google Business Profile, your citations and your own website. Local helps when your business is complex enough that a site visit saves weeks, or when you simply prefer working face to face, both of which are legitimate reasons.
Genuine ones: they can visit, they may know your local competitive landscape first-hand, and meetings are easier. Less genuine: any claim that being local improves your rankings.

Ignore proximity until the shortlist is made on quality. Ask each for a specific example of work in a comparable market, ask what their audit checks, and ask whether you will own your Analytics and Search Console. The answers separate them faster than location.
It helps, but it is worth less than people assume, SEO method transfers between industries far better than most agencies admit. Industry knowledge matters most for content, and your own expertise can supply that.
What exactly will you do in month one? Where do links come from? Who writes content? Will I have direct access to my own accounts? Is there a minimum contract and what happens if I leave? Vague answers to any of these are the answer.

Search for them and see what they rank for. It is not conclusive. Some good agencies neglect their own site, but an agency claiming to rank anyone while invisible for their own service terms deserves a question about it.
Outside London, often somewhat. Rates track local salary costs more than quality, so cheaper regional does not mean worse and London premium does not mean better.
You can, and rates are lower in some markets. Judge the method instead of the location: who writes the content, where links come from, and whether you get direct account access.
