Internal linking is the most underused lever in SEO. It spreads ranking value through your site, helps Google discover pages, and tells it which pages you consider important. A page with almost no internal links pointing at it is telling Google it does not matter.
There is no target. What matters is that important pages are reachable from other relevant pages with descriptive anchor text. Isolated pages are the problem worth fixing.
Barely. Links repeated sitewide are heavily discounted and give no topical signal, because they appear on every page regardless of subject. Body links inside relevant content are what count.
